1. Break up the biggest vertical monopolies in healthcare.
2. All system participants must be fully transparent about what they charge and what
they pay.
3. Give consumers incentives to find the best price for non-emergency health services. Apply all non-emergency medical expenses to deductibles and out of pocket maximums, which is currently not the case.
4. Make the terms of all healthcare contracts public. Whether it’s the government or
private sector doing the negotiating, “if you don’t know how the deals are
structured, it’s impossible to negotiate better ones”.
